Using "Summon Animals" with Turmoil-3/Luck-3 and dominion of 7+ in my home province I got "lions/giant spiders/bears only" several times - that's 13 units with hp20+ for only 20 nature gems.
Vine Ogres are much cheaper, but don't have any attack or defense to speak of.

As for AI the most effective work around to this problem so far is to simply use an American instead, they tend to put up a bit more of a fight than your average Artificial Idiot.
