How do you accomplish this? Are you using any of the modded AI's that won't make treaties? ...do you have MEE turned off? I have tried the peaceful approach before, but NEVER have I had it work. Maybe I just didn't wait long enough??? Besides, IMO peacetime is a little too boring in a 4X game.
