All items can be forged by all races. Unique artifacts are unique because there can be only one copy present at any time in a game, they are not race-specific. As with all other items, ou need to have the required magic skill on your commander to forge the item. And, of course, you need to have construction 8 researched before you can forge them. Is this what you;re asking?
