I think the Hyperion Base or Universal Shipyards (check Malfador.com and then Player Sites) has a file called 'Neutral Rebirth' it adds a few new neutrals. Kuat Drive yards also adds 'Jabba the Hutt' and 'Pinky and the Brain' I believe. (or I may just be crazy
