Bad effects on wielder, no.

Good assassin weapon, sometimes but there are better. Frankly the skull tailisman will work better for most assassinations at less cost/research.

The main use of the Wraith Sword is for the health/reinvigoration gain when used by a large/powerful charater, so he/she can go wading into enemy armies and maintain health/fatigue during extended battles.
