This is my suggestion:
I stole the concept of an "organics reclaimation centre" from someone on the board. It affects the population growth negatively, so the population decreases and generates organics. Construct this facility and convert all the population to organics. Now re-populate the world. Why let everyone die a horrible, horrible plague death - when you can let everyone die a horrible, horrible death and get organics out of it?
