V135c is the latest but all my v135 KlingRom Versions are compatible with patch 5 (v1.35).

The EMP files go into the SE4/Empires directory, the Klingon and Romulan files go into their SE4/Pictures/Races/Romulan(or Klingon) directory and the TechArea and Components files go into the SE4/Data directory.
(I think that covers everything).

Note that I have two variants available, a "basic" Version, which only includes the race files, and a Destroyer/Point Defence Version (which also includes a shortened Research queue for the AI of 2 items) which includes TechArea and Components files too.
