It seems that Caelum is now being penalized in income for cold. I noted that their starting income under order 3, prod 1 seemed very low, so I did some tests.
With cold 1, income was 174. Cold 2, 163. Cold 3, 152.
Guess I won't be playing them in the Eye of Chaos game
