Yes, I think Gandalf meant he'd usually have gold from a large province than blood slaves. You can get some blood slaves even from a province with say 3000 people, which would only give you a few gold per turn. With a 30,000 province, you'd usually get a few more blood slaves, but you could also get a hundred or more gold per turn, and the differences between how many you'd get in each case tends to favor letting the rich provinces give gold, and the moderate or poor ones give blood. Unless, of course, you have enough gold and would rather have more blood anyway (e.g., in my Iron Faith game, where I have many good provinces, enough gold, and only one good blood hunter).
BTW, in my experience you can also blood hunt a in some provinces and tax them at a lower rate, and unrest will generally hover at a low level. That's with only one or two hunters, though - it's probably more efficient to hunt with many at once.
