Yup, I think it is. Here is what I was thinking:

1) Set the Independant Strength to zero,

2) Agree with the other players (obviouly only works in MP) that no melee unit can be built of any kind. Only priests, mages (for research), and such. Obviously no Defense on provinces allowed.

3) All units must be put on "Retreat" so two priests don't end-up fighting. Obviously stealth priests would be ideal else you'd get "retreating wars" all the time. A variation would be to let priests duke it out.

4) I'd play that indirect effects such as Globals, targeting enemy territory with Rituals and such would be fair game. The only caveat would be Rituals that create units like Werewolves and such as those are military units really. Globals like Wrath of God would really be powerful though.

5) Most importantly, to set the Victory Condition to having your dominion spread to a fair number of provinces; otherwise this could turn into a boring draw I'd think. Maybe 2/3 with two players or with more players: 2 times (the number of provinces divided by the number of players).

I enjoy this sort of game and would love to try it out
