I think the fact that there's only two of you is a pretty compelling reason to be at war. What did you expect him to do, declare a truce with you and attack one of the other opponents? Even if he had been a human player, I think it would be reasonable to assume that the two of you would be engaged in a shooting war on sight. I was responding to GP's remark that it seemed like the score graphs were what determined (or at least part) why an AI nation declared war. You're totally misinterpreting what I said.
