Yes. You can bring up a unit' priestly power up to 9 to get a godlike pope...5+1+!+1+1 
Higher, with communion. But I don't know where you're getting that 9 from...
5 (Carmont, Bartholomeus or other national hero)
+1 (prophet)
+1 (Sword of Justice)
+1 (Power of the Spheres?)
+1 (Crystal Shield?)
except I don't know if PotS or Crystal Shield boost priest power (Robe of the Archmagi and Ring of Wizardry do not). But if they did, then you could start at 9 before communion bonuses.
