As best I can tell, it's not related at all to population, and it seems that when it happens, it happens to most/all the provinces it happens to in the same turn (so they all stay at nearly the same PD level). It appears to trigger slower and slower as the PD level in the province rises. It was every 3-4 turns when the PD was under 4, and about half as fast at PD 11, and it's too soon for me to tell at PD 21, but it's even slower. This is how it seems. I'm sure that one of the IW guys will chime in soon and tell us what it's really based on ... |
