An enemy has casted Lure of the Deep (Global Enchantment).
To prevent the enemy casting this spell on you, keep your units 1 province away from a sea province, meaning, don't put any units in a province touching the sea.
You can lookup the spell on page 119 of the Dominions 2 manual.
