I know this glitch. It's caused reliably anytime you ALT-TAB on some screens: In particular, the multiplayer server screen with the flags, the "pick races to be in your game" screen, sometimes the Dominion scales selection screen, and a few others. Other screens, such as the main game screen, are safe, but these screens frequently produce that sky, clouds, and letters effect.
Its not actually caused by ALT-TAB. Its caused by the method used in getting back. Left-clicking the game on the systray causes it. Using the "restore" on the right-click menu doesnt.
