Patrolling units can catch them. I assume that the same things that make patrolling forces good against Unrest also help them catch sneaking units (numbers, speed, flying, scariness(?)).

Provincial defense can also catch them. The more, the more likely. Somone did some tests with the home province default defense of 25. +0 sneakers there will get caught pretty often, while +30 will get caught much less often, but still is pretty risky against defense 25.

One counter-tactic is giving retreat orders, starting by the exit edge of the tactical map, and sticking to enemy provinces that are adjacent to friendly ones (otherwise, retreating means death).

Another question: does experience level play any part in detection chances?
