If you suspect high stealth units are infiltrating your province, you can patrol with more units, such as fliers, or a Watcher, cast things like Eyes of God in conjunction with militia or patrollers, jack up province defense, or maybe try casting things like Flames from the Sky or Seeking Arrow on your own province. I've had scouts get arrowed before, so it's possible that spells can still hit stealthed units. ARROWED!
