It is scattered throughout the manual, really, which is why I suggested reading all of it if you had not already, as you will not find a full list in any one place. Anyway, hopefully somebody with more time to answer than me will come around and post a comprehensive list for you. The most important to know (at the start) is that you need high dominion in a province for the scales in the province to adjust to your national scales. E.g. assuming you chose +3 order on setup, provinces with your dominion will gradually adjust their scales to +3 order - and quicker the higher dominion you have got. The second-most important (or the first, if you chose to have a big monster pretender God to stomp everything) is that the hitpoints and skills of your pretender God and your prophet are affected by your level of dominion. The third most important is that it is harder for an enemy to reduce your dominion where it is high than where it is low.

...And of, course, you need to know that if you have no dominion left whatsoever - YOU LOSE. This is especially useful when you need to kill off an enemy that is holed up in its Last strongly defended fortress. You don't NEED to storm the castle if you can just destroy its dominion.
