It's 22+ AP fire damage with prec 2 and range 40+ ... shurely no weapon of mass destruction, but easily available and quite good for getting a commander into the HoF early in the game.

As for AI the most effective work around to this problem so far is to simply use an American instead, they tend to put up a bit more of a fight than your average Artificial Idiot.
