Does anyone know... or are these questions baffling everyone ?

1) If a normal unit costs 40 gold... what is the upkeep??
a) upkeeps rounds downward
b) upkeeps rounds upward
c) upkeep is placed as a fraction (example=2.6)

I know Global Enchantments can be dispelled by casting dispell, another enchantment being casted or if the caster is killed.... but:

2) If another Global Enchantment when the maximum number of global enchantments exist how does it determine to cancel an existing enchantment??
