Default Stealth Values

Did some searches and saw smart folk speak of stealth values of stealthy units, such as +0 and +20. I have never seen these values anywhere. Where can I get access to them to see how sneaky units are? And where can I find out what they mean (stealth 10 = what?)?

(I should say that I am a Windows fool, can't program whatsoever, and the idea of looking at "code" or whatever it is you Unix people and modding people do scares me.)

Back to the original question: Do or can these stealth values increase? That is, if I have scout Bob from the start of the game, he will eventually get some experience -- will he then get more stealthy too? If not -- are there any spells or items which will do that for him? (And if not, is that the case for balance reasons? I would sort of like that if doable.)

Side question: If your starting race has no Spies (can instill uprising), can one recruit them/make them any way? I know you can make an assassin with a Heart of Thingy (forget at the moment), but what about a spy?
