Land forts definitely can harvest resources from sea provinces: It worked for me, because I had a sea province that instantly went to 0 resources when I built a pair of fortified cities surrounding it. I think it works that way for sea provinces at land provinces also, but most sea forts have crappy admin.
Also, WHY DOES EVERYONE SPELL "R'lyeh" WRONG? Where exactly did this "Ry'leh" business come from, anyway? It's clearly spelled "R'lyeh" in the game, as it's supposed to be.
