You could make a map that gives them extra castles, extra castles with few defenders already built near where they start out, and/or provinces near their start that don't offer any cheap troops.

I have a number of maps that do that. Poke_Eye and MiirunstX for example. Im working on one that has an Rlyeh/Man/Atlantis alliance starting out boosted. And working one that has Man starting as the leader of the Indeps (kindof) and he starts with scattered castles owned by him all across the lower part of the map (players all start near the top). I could probably finish those two if I stopped play"testing" them.
