This seems much more like a positive magic event than a drain event. Drain events should probably not involve highly magical things like the elemental kings or treelords.

Hm, IMHO the magic scale also describes the natural affinity of humans to handle magic. Sorcerers from drain scale provinces should be prone to forget a certain spell ward, forget a small part of the pentagram or whatever is needed to do the summoning without nasty side effects.
