Yes, yes you do. Otherwise the option to upload to that slot will be greyed out. Grazi. I had started to think that might be why some nations were grayed - I didn't think it was just that I was too new to be allowed to play fish. (At first, I thought they might be reserved, or not available for the map / game.)
In which case, if Fool's Tools is just waiting for 8, the game is ready to start. As self-proclaimed sacrificial (stainless steel) porcupine, I've just been SP-testing the not-so-optimal Pretender I joined the game with, and I'm fairly confident.
Testing with indies at strength 8, my first wave of amphibious assault troops almost held their own against a bowl of goldfish left behind by some Hoburg troops, retreating with less than 70% casualties.
