Well, the idea was that the Star Children can use it almost straight out of the box... but I can find no circumstance where he will cast it.

I even tried to see if perhaps the spell was mislabelled and required more than 1 in astral... but my astral 5 pretender wouldn't cast it either.

So my conclusion is that the scripting of the spell is busted at least, whether the boots work or not.
