The one you know. It could be the one that comes with your computer. Even if it doesnt save the images as tga its easier to get a free converter program than it is to learn a new paint program.
The developers use GIMP which is a very powerful free paint program but its NOT easy to learn.

use the "print screen" button on your keyboard to capture what you see in the game. Then open your paint program and hit "edit" and "paste".
