Haven't ever had a forge bonus, so I'm also not sure about F9.
The others seem useful though, and personally I'd
definately like to see a way to scroll through fortresses. I mean, sure, all provinces can nominally be used to generate units, but the fortresses are usually the ones you've most interest in recruiting from.
Another thing I'd like to see, is a way to get troops set to 'Defend'
out of the commanders being cycled through, as I'll often have specific commanders I want to defend (and not Patrol) a particular province, and it gets irritating cycling through them over and over.
(My reason for preferring Defend vice Patrol - I usually have a fortification there, and I want them
inside the fortress if enemies come along, to prevent them from being smashed like bugs by a potent enemy force. IOW, they're supposed to be the welcome party in the fortress, so 'guests' can't just come strolling in.)
