Most of these have some unique item that is otherwise only accessible by wishing. They can be a fun challenge to beat.

Unless scripted into a game... I've never seen an independent dragon. It would be great having more unique monsters like this show up in the independent provinces or maybe more events where unique monsters attack provinces.
