Chill and breath of winter are totally different effects. Chill just causes fatigue damage and can numb units. Breath of winter causes damage and can numb units.

Thanks for the info Graeme... based on my own experience, I figured they were different, but I hadn't gone on to test it...

The point would be more about how the information is displayed... how do I know that BoW and Chill are completely different without testing? The description of BoW implies physical damage, where Chill does not... but without actual numbers, it's tough to know what's going on.
