Actually, I was both right and wrong. It is the Robe of The Sorceress. The one you normally have to Wish for, unless you find and kill the special character (Satina) that has it. But, it gives +1 to Sorcery, not all magic. And, to everyone else, the subject says favourite "Artifacts." As in, only one in the world. Things like the the Corpse Candle shield and Boots of Quickness are all fine toys. But they aren't artifacts.
