As far as I know (I'm no expert) - all offensive spells affect the owner of the province at the start of the turn (the start of the turn bit is important). If nation A sieges nation B - then nation A controls the province - so all offensive spells (and random events) will be cast on him, no matter who casts the spell. This is because units inside the castle are not inside the (rest of the) province. However - I don't know if nation A's protective spells will protect nation B from nation A's offensive spells - though I believe not.

I can't give you definite answers - but that's what I would have done if I had made the rules
