A big percentage of DOM2 is actually DOM1 code, and that wasn't done with moddability in mind. At that time it was perfectly viable to hard-code all unit values etc. into the .exe, and only the devs know when this will change, if ever at all.
It would require major re-coding, so it's very unlikely, though.
There's lots of info available for modders, just check out the relevant threads on this forum. Most likely someone else will jump in and post links the those and other ressoureces here .. I don't have the time to at the moment.

As for AI the most effective work around to this problem so far is to simply use an American instead, they tend to put up a bit more of a fight than your average Artificial Idiot.
