I guess it's due to the way themes were introduced in Dominions 2. In PPP, Utgard was the standard Jotunheim, and Ashen Empire was the standard Ermor. Since these are the only 2 old nations which had their base theme changed, Iron Woods and Broken Empire had to be designed from scratch and got distinctive names, while the other nation's standard themes were just 'imported' from PPP unchanged.
