Indeed, yes, they do. Looks like my wording wasn't all that correct - it had gotten late again, and after typing away all day long ...
What I meant was "they don't show up as supplies, but they are deducted from the 'used supplies', which may go negative in extreme cases due to this."
E.g. a lonely Nat-1 mage shows up as "supply usage (-4)" .. just checked it.

As for AI the most effective work around to this problem so far is to simply use an American instead, they tend to put up a bit more of a fight than your average Artificial Idiot.
