You need to send each player his relevant .trn file. He sends you back his corresponding .2h file.
You do NOT need to send ANYONE the "ftherlnd" file, nor do you need to send anyone a .2h of any kind, nor do you need to send people the .trns which do not pertain to the nation they are playing. Any other files that the player sends back to YOU other than the .2h should be discarded.
Switching back and forth from PBEM to TCP hosting is painless from the system's standpoint, although your players may become confused. That sounds like a personal problem to me, soldier.
