i thought they are one of sg's "freespawns" too since you can't get them via reanimation .

The spectral legionaries and velites only show up in provinces with a castle.

once i reanimated heavy in my capitol though i noticed that i get fewer to none of them anymore .

I think it's probably more likely that you are simply removing the troops from your capital more quickly than before. Or you could have hit the limit of around 32000 troops, which means that you won't get anymore until some of them die.
