Maybe each and every province contains a distribution of all relevant races in equal measure, and when a province is conquered, the races which are not the conquering race are reduced to abject poverty and can no longer pay meaningful taxes, while the now in-control race becomes the dominant power. The population listed is thus simply the population that is actually able to pay taxes.
