I apologize for thinking you were simply being oblivious and/or dense. But it works for me no matter how many times I close the browser, restart it, and go back to the link. What browser & OS are you using? (I'm running XP pro & Mozilla 1.7.1, btw.)
EDIT: and do you have the latest Flash plug-in?
EDIT2: and what are your pop-up blocker settings, if any, as well as the Javascript settings for opening new windows?
