I think it is because the yard has both the space yard and component repair as abilities. When the AI gets to the component repair ability, it simply checks for the best available repair component, without regard to any of the other abilities that particular component has. Once it makes a determination, there is no check to see if there are any other rules broken. Humans can't design it that way because we're not operating off a script so a space yard is simply a space yard and not potentially a repair component. There are a number of areas where the rules are broken because there is no checking of the results of a particular move or action ( like the minefield limit, it only checks to see if the minefield is over or under a 100 before letting you add to it. Once it determines it is under it lets you add to it, but there is no further check to see if what you add takes you over the 100 limit) just the legality of making the move or action. As viewed by the AI as a repair component, it would be a legal design based on the script. We could probably help the AI by purposefully using this to boost their capabilities.
