Fire Resistance will help for sure.
About Armor, usually fire strikes are armor piercing, so it could help.
Another way is to cast one or more Dome on your province.
Since it's a fire attack, Forest Dome isn't very useful, and Dome of Flaming Death could be useless if the enemy casters are fire immune, like Abysyans.
