Well, just that- it looks at the AI_general files and works out which files (if any) are missing from the designname folder. I'm not entirely sure how mod/designame folders interact with the main one, but I think files need to be copied into the mod folders to work. That's all I had in mind- it's not a big thing, but I was just scouring my brain for every possible functionality...

I thought it would be cool to have a little screen that lets you browse through your installed races and view all the pretty pictures. As an extension, it could work out which races are neo-standard compliant, or neostandard++ compliant. As a further extension, it could compare the ships present in a given shipset to the images requested by each mod's vehiclesize.txt. You see what I mean?
For example:
Big_squishy_aliens race- all standard ships present. 9/20 neostandard ships present. 5 neostandard++ ships present.
This shipset would look great in Proportions mod! (all ships from proportions vehiclesizes.txt present)
This shipset would look good in devnull mod (missing 11 images from devnullmod vehiclesizes.txt)
This shipset would look fairly good in adamant mod (missing 19 images from adamant vehiclesizes.txt)
It's probably more effort than it's worth, but I thought I'd throw it out there and see if anyone else liked the sound of it.
