The 200% maps you refer to are "grainy" and thus ugly to look at. The 100% maps are still too small. The amount of editing work required to fix either the 100% maps or the 200% ones is, IMO, better spent just creating new maps using one of the available random map generators. Besides, dubious nostalgia for Ultima aside, what's so great about any of these maps? They're lame compared to the quality of the maps already available for download from IW's site and my own site. Again, this is my opinion, but if someone cannot at least come close to matching the quality of the stuff that's already available, what's the point? It's a much more rewarding gaming experience to play on beautiful and/or carefully-crafted maps. The Ultima maps are crude, at best (and that's being generous to them).
