You have to get the
AI to declare war in order to make your people happier, and
they are capable of issuing multiple declarations of war, especially if it is caused by intel ops. In one of my games, the AIs are really pumping out the comm mimicks, and I've recieved a declaration of war from every AI every few turns for the Last decade

Think of it as propaganda, you send out fake Messages, and get nasty Messages back, showing how evil the aliens are

I don't think this could be exploited, since it is quite expensive to use a comm mimick to boost happiness
