Is there a way to modify the number of systems that have planets in a given quadrant type? Maybe it's just random bad luck, but I'm repeatedly starting new games to discover that half (sometimes more) of the systems have no plamets in them. In the Last one, ten of the first 15 systems I explored had no planets at all?!
