Giving comm channels to the homebodies would speed things up a bit. You could try giving one at a time in exchange for resources/ tech/ ships/ planets. I never did it, so I do not know how much they are worth. BTW an upgrade treaty can be TRADED on your respond to message for 200/200/200k in resources....
