I don't know about the Navy buy when I was working on commercial merchant ships the biggest expense was fuel.
Major equipment( engines, boilers, generators, hull etc) rarely needed repair. Most work on the major stuff, inspections, minor repairs and such, was done on yearly or bi-annual shipyard visits.
