Value does not change, but I believe that Conditions do. I don't see any created planets with worse than Unpleasant conditions in a particular game, whereas many asteroids have harsh and deadly conditions.

Conditions seem to be stored as a value between 0.0 and 1.50 (according to how you set conditions in the Map Editor). If the conditions of a planet are at, say, 1.30, and you build CIP III (rated at 3% improvement), the conditions after one year will be 1.30 * 1.03 = 1.339 (which may or may not be stored as 1.34, depending on how SE4 rounds the number). If the conditions start at 0.10 (a rather deadly world), after one year you get 0.10 * 1.03 = 0.103. As you can see, it takes longer to improve the status of a deadly world than of a mild, good, etc. world. I think that there is some fudging present for planets with a conditions value if 0.0 so that they can actually be improved, but I am not sure.
This is totally different than Value Improvement Plants, which impvrove the planetary value linearly. A planet with minerals value of 30% will be 33% after one year (with VIP III). A planet with 140% value will be valued at 143% after one year.
