Re: Question about multiplayer
Sometimes newly constructed ships are supplied and sometimes they are not in simultaneous games.
My theory on the zero movement points is this: If construction takes the entire previous turn (all 30 days) then there isn't time to resupply the ship and you have to wait another turn to move it. If the ship completes early then there is time to resupply it.
But I haven't tested or verified it. Does anyone know for sure.
