That makes sense but I don't get the menu when trying it on other provinces (owned by me) either. Something's not right...
If these other provinces aren't castled, the 'move and patrol' option won't appear. And it won't appear with units that 'sneak' to the target province: for these you'll have to change 'sneak' to 'move', then 'move' to 'move and patrol'. A bit tedious, but it always has worked for me.
